Call it a “dial cord” and you may find a link such as this:

You may not see your radio model in the index. Browse the pictures for a similar diagram. Chances are, your radio will match up with one of them.
Start with the tuning cap closed.
If there is resistance from dry bearings in the tuning cap, clean the bearings, add tiny drops of lube.
Start with the needle at the lowest point of the scale, cap closed.
Tie the cord to the large pulley, then proceed so that the cord will pull the tuning cap open if the knob is rotated clockwise (usually).
At least 2 wraps around a clean dry knob shaft.
Use bits of masking tape to hold cord on the pulleys.
Back at the big pulley, tie to the spring with a half bow and leave the end a bit long for now.
Stretch the spring with needle nose pliers and connect it to the pulley.
Alternate ending, hook the spring to the pulley, then stretch it as you flip the cord onto the pulley like mounting a bike tire on a rim.
Give yourself a pat on the head. :>)
Test your handwork, watch for the cord binding or climbing over itself at the tuning knob, jumping off pulleys or pointer way off on the scale.
Complete the knot, trim it and maybe add an optional drop of glue, if you wear belt and suspenders. Cheers!
